As I met Cornelia Pieper, the Minister of State at the Federal Foreign Office of Germany, I thought to myself that I will hear the same old abstract political speach. However, I was wrong that Ms. Pieper will be abstract about the relations of Germany to China. As she told us that the cooperation with China includes mainly cultural partnership then I figured out what she really wanted to explain us. ![]()
In countries like China, which are too closed for the outer world in terms of inner policies, there is no other way than the official under the label of a cultural partnership. This that means that culture can put politics under pressure?
According to the Pieper's speach, the Minister of State plans to found a German House of Science in China to bring German cultural organizations, representatives of science and business under one roof and also intends to extend the dual system of training as part of an education partnership between the two countries.
Germany's Foreign policies are turned mainly to the East right now, explained she. "With her visit, the Minister of State wanted to send a signal, as she underlined. Global challenges require global responses, she went on. That is why she wants to strengthen cooperation with a country as important as China," stays officially written in the website of the MSFF.
China as one of the countries known for the lack of action for the defence of human rights is considered problematic by most Western countries and human rights organizations.
German Foreign Minister Guido Westerwelle told in public he had raised specific human rights cases in his meeting with Chinese Prime Minister Wen Jiabao this January. But he declined to say which dissidents he had mentioned, saying that wouldn't help their cause. Westerwelle said he has broached the subjects of human rights, press freedom and freedom of speech in China in his meetings with his Chinese counterpart Yang Jiechi and Wen.
"My foreign minister counterpart knows that a cornerstone of our foreign policy is standing up for human rights, for the protection of minorities, freedom of opinion, freedom of the press and freedom of religion," he said at a press conference with Yang and defended the idea for pushing the limits of China.
What is happening now is that policies work for the glance. One of the largest ever German cultural projects in China is planned for this year: Three of Germany’s most famous museums will present the exhibition “Art of the Enlightenment” in Beijing, exaplained the Cornelia Pieper and stated that this does not mean that other projects, connected for example with East and Middle Europe are not important. However, culture means politics, but how can this help the rights of a whole nation...
